Right now, I'm living in my university's dorm, but I have to move out after the summer vacation, since we're only allowed to stay a year. For this reason I am now looking for my own apartment. Are there any foreigner friendly agencies in Japan that I can go to?

That's difficult, but I recommend you to contact your school's student services. They are supposed to help students with these sort of situations. They might have some recommendations of local agencies that you can go to that are foreigner friendly. You can also try going to agencies yourself with someone who speaks Japanese or some Japanese.
