Based on my experience, Japan's view of "native" English teachers varies. For example, I do have some friends who are both Italian and French, who had a part-time job as an English teacher.  Mind you, it's not that hard to find part-time jobs as English teachers in Japan. Finding a full-time job as one, however, could be a little more challenging. 

I'm sorry to say this, but some Japanese also judges "native" teachers based on looks. If you look like a native, then you can probably get the job. However, don't let that discourage you. My friend, who is an Indonesian, have been working in Tokyo for 15 years as an English teacher in schools. If you're lucky enough, they always have some job opening for English tutors. 

You can apply to both the institutions directly if they do have a job opening, or through a job agency that will direct you to the schools. I do think it is possible to apply for ESL/EFL jobs even if you're not native, as long as you have the qualifications. I suggest you look for jobs online too.
