I'd like to know if people who were graduated in a short duration superior course can get the certificate of eligibility and apply to job opportunities in Japan.

it is possible to apply for the work visa, but may be very hard without the sponsor of the company who will hire you.
It is easier if you get a student visa here for a while, and use this time to find a company who would want to hire you, then have their help to get the work visa.
