I heard from my friend in Japan that he pays national health insurance, but still has to pay for like 30% of his doctor's visits, medication and such. I'm never sick really, so I was wondering if it's really necessary to pay for health insurance if you don't use it anyway?

Yes, everyone living in Japan has to pay for health insurance. This can be either the national health insurance (like your friend) or the employee's health insurance. Basically every person who live in Japan for longer than 3 months must register and pay for health insurance .
