I know that Kumamoto experienced a big earthquake a few years back. Is the city back to normal? Is it safe to visit?

Yes, it's quite safe to go to Kumamoto. And the city is generally back to normal. The Kumamoto castle has suffered a lot of damage, but now you can see the restoration work being done. Not a lot of people get to see a castle being rebuilt so that's something in itself. https://kumamoto-guide.jp/en/
