What are the significant sightseeing spots in Shiga besides Lake Biwa? I'm trying to figure out my sightseeing schedule.

You should go see Hakone castle and Enryakuji temple. And if you have time, visit the Koka Ninja village as Shiga was famous as a home to the Ninjas too.
