Is there any way to get sumo tickets when on-line it is all sold out?

Your only choice would be to try get tickets on that day. They'll be selling them from 7:45 am near the main entrance of the Sumo venue (the Aichi Gymnasium). But there will only be a limited number of seats to be sold as it'll be the left over seats or cancellations from the seats sold in advance. And the seats will be very popular so I'd recommend going there to line up at 6am or earlier if you really want the tickets. But please note that it's first come first serve so even if you line up you aren't guaranteed a seat.
